A new alert has been added and then found to be firing in CI:

This appears specific to the job periodic-ci-openshift-ovn-kubernetes-release-4.19-periodics-e2e-aws-ovn-virt-techpreview-periodic
The alert seems to fire in every 4.19 run of the job since Feb 10th.
It looks like it was also happening in 4.18 back in late January, but was then resolved.
