Description of problem:
The `NodeNetworkInterfaceDown` is being constantly thrown in 4.99 releases. This is being caught by the automation we have on OpenShift origin, and preventing successful execution of the virt lanes, which are needed to graduate the persistent IPs API.

1. Just run a OCP 4.18 cluster, and install CNV 4.99 in it 2. 3.
Actual results:
`NodeNetworkInterfaceDown` alert is thrown
Expected results:
No alert thrown
Additional info:
We think this is because the ovs-system interface in the hosts are DOWN (always, by design)... There are more interfaces in link state down that need to be ignored.
