It is the installation testing of "OCPSTRAT-990 [GA]Allow customer managed DNS solutions for GCP: Implementation". The pre-merge testing with the PR https://github.com/openshift/machine-config-operator/pull/4367 will always get bootstrapping failing to complete, and the control-plane machines seem having issue pulling the required images which leads to no services running.

    1. "create install-config", and then insert the interested settings (see [1])
    2. "create cluster"    

    Bootstrapping failed, and "crictl ps" in the control-planes shows nothing. 

    The bootstrapping should succeed, and then the installation should succeed.
