      Description of problem:

      Upgrade from 4.15 to 4.16 is failing because kubelet reports this error: 
      Dec 09 20:43:40 xxx-dev-master-1 kubenswrapper[2987]: E1209 20:43:40.012164    2987 kuberuntime_manager.go:283] "Failed to register CRI auth plugins" err="plugin binary executable /usr/libexec/kubelet-image-credential-provider-plugins/acr-credential-provider did not exist"

          4.15  to 4.16

      How reproducible:

      100%

      Steps to Reproduce:

          1. use a custom OS image on 4.15 on azure     
          2. upgrade to 4.16    
          

      Actual results:

          RHCOS nodes upgrade are stuck 

      Expected results:

          Upgrade should happen seemlessly 

      Additional info:

          There was a previous bug, https://issues.redhat.com//browse/OCPBUGS-30970 but was specifically for RHEL, the customer wants the fix to be delivered in RHCOS
