      * Previously, the images for custom OS layering were not present when the OS was on {rhcos-short} 4.15, preventing some customers from upgrading from {rhcos-short} 4.15 to {rhcos-short} 4.16. This release adds ACR and GCR image credential provider RPMs to {rhcos-short} 4.15. (link:https://issues.redhat.com/browse/OCPBUGS-46063[*OCPBUGS-46063*])

      Adds acr and gcr image credential provider rpms to RCHOS 4.15.

      This fixes an issue where some customers were unable to upgrade 4.15 -> 4.16 when using custom os layering, as these images are not present.

      This is different to a normal upgrade path as new configuration is loaded whilst the OS is on 4.15, as opposed to 4.16 (as it would be normally, and then the rpms would be present).

      Upgrade from 4.15 to 4.16 is failing because kubelet reports this error:

      Steps to Reproduce:

          1. use a custom OS image on 4.15 on azure     
    2. upgrade to 4.16    

      Actual results:

          RHCOS nodes upgrade are stuck

      Expected results:

          Upgrade should happen seemlessly

      Additional info:

          There was a previous bug, https://issues.redhat.com//browse/OCPBUGS-30970 but was specifically for RHEL, the customer wants the fix to be delivered in RHCOS
