[release-4.17] Silenced alert seen on openshift console overview page

      Previously, in the web console Notifications section, silenced alerts were visible on the notification drawer because the alerts did not include external labels. With this release, the alerts include external labels and the silenced alerts are not visible on the notification drawer.

      Alert that have been silenced are still seen on Console overview page,

      How reproducible:

      Steps to Reproduce:

          1.for a cluster installed on version 4.15
    2. Silence a alert that is firing by going to Console --> Observe --> Alerting --> Alerts
    3. Check if the alert is added to silenced alert Console --> Observe --> Alerting --> Silences
    4. Go back to Console (Overview page) silenced alert is still seen there

      Actual results:

          Silenced alert can be seen on ocp overview page

      Expected results:

          Silenced alert should not be seen on overview page
