[release-4.17] Silenced alert seen on openshift console overview page

    • Before this fix, silenced alerts were visible in the notification drawer as they did not include the external labels. After the fix, silenced alerts include the external labels so they can be filtered out.

      This is a clone of issue OCPBUGS-31367. The following is the description of the original issue:

      Description of problem:

      Alert that have been silenced are still seen on Console overview page,

      Version-Release number of selected component (if applicable):

          4.15

      How reproducible:

      Steps to Reproduce:

          1.for a cluster installed on version 4.15
    2. Silence a alert that is firing by going to Console --> Observe --> Alerting --> Alerts
    3. Check if the alert is added to silenced alert Console --> Observe --> Alerting --> Silences
    4. Go back to Console (Overview page) silenced alert is still seen there

      Actual results:

          Silenced alert can be seen on ocp overview page

      Expected results:

          Silenced alert should not be seen on overview page
