Description of problem:

As seen in https://issues.redhat.com/browse/OCPBUGS-30974 there is no validation to prevent a mismatch between the IP version of the provisioning CIDR and the IP version of the cluster as a whole. Since it is not valid to have IPv6 addresses in an IPv4 cluster (or vice versa) we should have a validation for that.
