Description of problem:

    Using static ip for bonds in a baremetal IPI installation, one node is not getting fqdn, instead it has shortname

Version-Release number of selected component (if applicable):

How reproducible:

    always

Steps to Reproduce:

    1. baremetal IPI with static IP and bond 
    2. Install complete
    3. One of the nodes has short hostname

Actual results:

    One of the nodes has short hostname

Expected results:

    All nodes should have FQDN
