[RHOCP4.17] kdump via ssh fails when the cluster is upgraded from OCP4.6 or earlier

    • Fixes an issue where kdump initramfs was hanging on opening the local encrypted disk even though the kdump destination is a remote machine, not needing access to the local disk.

      Description of problem:

      Kdump via ssh fails under the following conditions:

- The cluster has been started from RHOCP4.6 or earlier version
- Then, upgraded to 4.16 (The issue doesn't occur on RHOCP4.15 or earlier version)  

      Version-Release number of selected component (if applicable):

      OpenShift v4.16.8 and above

      How reproducible:

      Always
