      In cluster upgraded from RHOCP 4.6 or earlier using disk encryption, if kdump must be configured to export logs to a remote machine, such as an SSH target.
      Fix an issue where the kexec startup would fail trying mounting the local disk.

      Description of problem:

      Kdump via ssh fails under the following conditions:

- The cluster has been started from RHOCP4.6 or earlier version
- Then, upgraded to 4.16 (The issue doesn't occur on RHOCP4.15 or earlier version)

      OpenShift v4.16.8
