OperatorHub: the console always did a full refresh before entering the operator details side panel

1. Go to the "OperatorHub" page in a 4.15 cluster
2. Click on an operator tile to go to the operator details side panel page 
3. Console always does a full page refresh before entering the details side panel page
    

In Step 3, the console always does a full page refresh before entering the details side panel page, which is disturbing and breaks the workload with the extra/extended delay.

The console smoothly expands the details side panel page without any delay as how it is in OCP 4.14 (and earlier).
