sriov-network-operator test bug: not working on mellanox interfaces

This is a clone of issue OCPBUGS-28248. The following is the description of the original issue:

Description of problem: When running the sriov-network-operator conformance test cases Before each sriov configuration test it looks for a node with vfio interface. If not found it fails. This test case is failing on Mellanox interfaces.

Version-Release number of selected component (if applicable):

There was a recent change to the test case.  A skip test was removed if an intel card was not found. This needs to be replaced in 4.15 and backported to 4.14 and 4.13.

How reproducible:

Run test on BM cluster with mellanox card.
