      Description of problem:

      Switch to shipping more recent (OS-shipped) stalld 1.15 in OCP 4.10.  This will fix the Stalld is running in unconfined_service_t type issue.

      Steps to verify the problem is fixed:

      1. Enable stalld in the cluster.
      2. Check the stalld process does not run as unconfined_service_t SE type.
      3. Check the stalld process runs with threshold (-t) 20.
