[release-4.13] Insights operator does not respect disableInsightsAlerts

    Description

      Description of problem:

      Even after setting disableInsightsAlerts to True as described in the documentation[1], the alert associated with Insights still streams in alerting section.The alert triggers after disabling the insights operator as describe in this documentation[2].
