OCP 4.14 Regression - RFC2544 max delay is high

      when running the latest rfc2544 on 4.14 nightly we got the following results (max delay is bad, other results are OK):

      Steps to Reproduce:

      1.deploy the latest 4.14 nightly on cnfde4
      2. run the rfc2544 test
      3.
      

      Actual results:

      Throughput	Min Delay	Avg Delay	Max Delay
      99.883		5.79		7.388		84.21

      Expected results:

      max delay should be around 40
