      Version-Release number of selected component (if applicable):

      when running the latest rfc2544 on 4.13rc6 we got the following results:

Throughput	Min Delay	Avg Delay	Max Delay
99.883	   5.825	    19.151	   394094.08

The issue is under invertigation of the R&D

       

      How reproducible:

      reproducible Joseph and Brent on top it

      Steps to Reproduce:

      1.deploy the latest 4.13 on cnfde4
2. run the rfc2544 test
3.

      Actual results:

      Throughput	Min Delay	Avg Delay	Max Delay
99.883	   5.825	    19.151	   394094.08

      Expected results:

      max delay should be around 40
