      Description of problem:

      The mechanism used by the 04-accelerated-container-startup-* scripts to allow pinned processes to use all CPUs on startup does not work with cgroup changes made in 4.13 and later (because of underlying changes in RHEL-9)

Review implementation against new cgroup behavior and fix script or remove MachineConfig for 4.13+ installations.
