      Description of problem:

      The mechanism used by the 04-accelerated-container-startup-* scripts to allow pinned processes to use all CPUs on startup does not work with cgroup changes made in 4.13. 

Review implementation against new cgroup behavior and fix script or remove MachineConfig for 4.13+ installations.
