      OCP 4.13.0 Provisioning fails with OVN-kubernetes and Bond6 (balance-alb)

      4.13.0 4.12.6

      How reproducible:

      Provsision OCP with the network config in comments

      Steps to Reproduce:

      1. Generate agent iso wieh bond6 setting.
2. Monut iso to bare metal
3. Provisioning fails, the log shows the network operator fial to dail the api server

      Actual results:

      Provisioning fails

      Expected results:

      Provisioning success
