      Description of problem:

      In case configuration provided by user is wrong, we should not block infra nodes drain by creating pdb

      How reproducible:

      Create bad configmap

      Steps to Reproduce:

      Pdb is created and drain is blocked

      Expected results:

      Drain should not be blocked
