Enhance the OCM UI so that the toggle for 'showing only my clusters' could be remembered?

Generally, my expectation with such toggles is that the state I set it to would be persist every time I go to OCM, and today it doesn’t. This is bad for the “show only my clusters” toggle, as I only want my clusters showing when I’m giving demos involving OCM by default. Since the default mode shows all clusters in the RH org account (which makes sense), I have to remember to toggle it every time I visit the page.

Acceptance Criteria

• Ability to toggle 'View my clusters' switch and have it persiste between browser visits.
• When "View my cluster" enabled, save to local storage
• Check local storage property and restore "View my cluster" toggle based on it's existance (or not)
• When "View my cluster" is disabled/unselected, clear local storage prop.
