[OCM UI]View only my cluster persist feature doesn't respect the user session.

      Description of the issue:

      Status of "View only my cluster" wrongly reflected in user session. Please see the steps with detailed info in below section.

      How reproducible:

       Always

      Steps to reproduce:

      1. Launch OCM UI staging.
      2. Login with a user say as A1.
      3. Go to cluster list and enabled the "View only my cluster" toggle.
      4. Logout from the user A1 session.
      5. Login with a user say as A2.
      6. Go to cluster list and view  the "View only my cluster" toggle status.

      Actual results:

      Step 3, "View only my cluster" toggle enabled from user A1 session as expected.

      Step 6, "View only my cluster" toggle is still enabled from user A2 session wrongly. In User A2 session, we have never enabled the toggle.

      Expected results:

      Step 3, "View only my cluster" toggle should be enabled from user A1 session 

      Step 6, "View only my cluster" toggle should be disabled  from user A2 session in this case.
