Description of problem:

In the Cluster history tab for a cluster, Users are allowed to select "From date" value greater than "To date" value from calendar filters.There is no indication of this wrong selection in UI.

It would be good to include a validation for this wrong user selection path and motivate the user to revisit and make the right selection.

Note : Cluster history always indicated "no search result" in the above situation.

Steps to Reproduce:

1. Launch OCM staging env.
2. Choose a cluster and go to the cluster history tab.
3. Select "from date" value greater than "to date" value.
4. See the validation and behavior.

Actual results:

There is no validation in the UI when the user selects "From date" greater than "To date" calendar from Cluster history tab.

Expected results:

Introduce a validation and respective notification in UI when user selects "From date" greater than "To date" calendar from Cluster history tab
