OCM UI: shift cluster history to its own tab

      In cloud.redhat.com, under clusters, and then in the individual cluster view, in the overview tab, there is a "cluster history" block, where that cluster's history is displayed.

       

      There are two major sections to this card.

      • Move the history section to its own tab
      • Add date filter
