Steps:

1. Launch OSD creation wizard
2. Select GCP provider
3. Fill in all of the required elements
4. Go to step CIDR ranges
5. Fill in CIDR with value 10.0.0.0/26 which not meet the requirement

Actual result:

No error message show

Expect result:

There should be error message that mask cannot be smaller than /23
