[ROSA Classic] Unable to initiate cluster ownership transfer in staging

      Reproduction Steps

      1. Install a ROSA Classic cluster (tested with version 4.20 rc2).
      2. Wait for the installation to complete and for the cluster to become Ready (waited ~2 hrs).
      3. Navigate to Access Control > Transfer Ownership.
      4. Click the "Initiate transfer" button.
      5. Observe the behavior.

      Current Result

      • An inline dialog states:
        "Transfer ownership will be available after a few minutes."
      • Even after 2+ hours (with the cluster in Ready state), the option is still unavailable.
      • No errors were observed in the related API calls.
      • It appears the cluster might not be registered at all, which could explain the backend not enabling transfer?

      Expected Result

      After a few minutes of the cluster becoming Ready, the ownership transfer action should become available.
