OS: MacOS 15.6

Reproduction Steps
- Install a ROSA Classic cluster (tested with version 4.20 rc2).
- Wait for the installation to complete and for the cluster to become Ready (waited ~2 hrs).
- Navigate to Access Control > Transfer Ownership.
- Click the "Initiate transfer" button.
- Observe the behavior.
Current Result
- An inline dialog states:
"Transfer ownership will be available after a few minutes."
- Even after 2+ hours (with the cluster in Ready state), the option is still unavailable.
- No errors were observed in the related API calls.
- It appears the cluster might not be registered at all, which could explain the backend not enabling transfer?
Expected Result
After a few minutes of the cluster becoming Ready, the ownership transfer action should become available.
