Migration of the FedRAMP build pipeline to Konflux.

FedRAMP builds are done from the "security-compliance" branch.

Create dedicated component in Konflux, choosing the "docker-build-oci-ta" pipeline. Specify "security-compliance" for branch.

Take example from the equivalent tekton configs at the RedHatInsights/insights-rbac-ui repository (i.e. those that end with "-sc").
