Problem statement

Our users are being shown too many banners, notifications, and alerts across the platform. This creates a lot of visual noise and makes it hard for them to focus on their main tasks. We need to clean this up to give them a less cluttered and more focused experience.

High level user story:

As a user, I want all cluster level inline notifications and alerts to be grouped into a single, collapsible section, so that I can focus on my work and choose when I want to view notifications.

Terminology:
For the purposes of this Epic and child items, the term "notifications" is used to reference all cluster level items normally displayed at the top of the cluster details page including alerts, warnings, recommendations.  These are normally displayed using the "Alert" PatternFly component.    This does not apply to notification shown at the very top right-hand corner of the screen using HCC's notification hook.

Acceptance Criteria:

• A new, dedicated section for all cluster level notifications normally displayed at the top of the cluster details page is created.
• The section header is : "Alerts and recommendations"
• A loading indicator (skeleton) will be displayed instead of this section while all alerts are loading or if the final number of alerts is know know yet (for example while an API call is in process).
• If the number of notifications is zero, then this new section will not be shown

• This new section is collapsible, and it's collapsed by default.

• The number of notifications with in the  region is always displayed if the section is displayed
  • If a user dismissed a notification/alert, then it is no longer counted and the total will be updated
• The user can easily expand and collapse the section to see the notifications.
• The install/uninstall progress bar will not be included in this collapsable region.
• All existing notifications and alerts from cluster details are moved into this new section.
