Description
As a user, I want to see important notifications on the cluster details page for my cluster that are well organized and that have a logical placement on the screen.
Additionally as a user, I want to be able to hide/show certain notifications as I choose.

Acceptance criteria
- Alerts should be ordered and grouped according to severity or information
- Alerts should all be in the same location using the same style
- Informational or warning alerts can be hidden or shown

There are many alerts throughout the system, this Epic only includes the alerts shown on the Cluster details->overview tab. All other alerts are considered out of scope.
Testing implications
Alerts will need to be tested through unit tests
Implementation notes
Alert logic already exists, but we may need to create a new way to order groups of alerts into one alert component.
Prior Description
There are several notifications banners shown on the cluster details page, some are info alerts others are warnings. They have been added organically over time as new features were added.
This epic serves to analyzes and organize all the alerts.
Items to consider:
- Alerts are not ordered or grouped, they should be grouped by severity (info, warn, error). Follow PattenFly's recommendations for alert grouping
- Placement: Are all banners at the top of the cluster details page, or are some intertwined within the top sections of the page?
- Some hide/show logic should be asserted to the notifications, ie. "Maybe don't show 'recommended operators' alert if the cluster is going to be deleted in 5 days".
- Should some of the notification banners be better as a message in a (yet to be implemented) Notification center?
