User story:

As a user, I want information about ACM when looking at the OCMUI cluster details page so that I can I can be aware of the ACM product and determine if it is a good fit for me.

Acceptance criteria:

• Information about ACM is displayed on the cluster details page in the "Optimize your cluster with operators" alert (aka a card)
• There is an option to "Learn more" where additional, more detailed information is available (aka drawer)
