Description
As a user, I want an easy way to learn more about layered services (especially ACM and operators) while in OCMUI so that I can learn more about products that will help me manage and keep my clusters.

It is known that many managed OpenShift users make use of Red Hat layered services, like ACS, OpenShift AI, Virt and others, and this can lead to longer retention of clusters. What can be improved is how a managed OpenShift user can discover these services, as they aren't prominently surfaced in the experience today
Acceptance criteria
- ACM information is displayed on the OCMUI Overview page (example as a card) with corresponding detailed information (example as a drawer)
- ACM information is displayed on the cluster details page (example as a card) with corresponding detailed information (example as a drawer)
- A link to the ACM product page is listed in the left navigation under 'Products.'
- A link to a list of operators (example: Overview page) is listed in the left navigation under 'Products.'

Modifying the newly added content based on logged in user.
Testing implications
This content is fairly static, so while new tests will be needed, they will be fairly small and lightweight.

The content on the overview page and cluster details page may be very similar so a shared component may be considered.
