Create a generic install page component

      Many of the install pages are nearly identical except for the content.  Instead of updating each installer page independently, creating a generic install page component may be more efficient.  Then each install type can use this new component sending in the content as props.

      The purpose of this task is to create the component itself.  The use of this component will be covered in other tasks in this epic.   As such there isn't a need for QE-level testing for this task  because, there will be no code that is used in the app.
