Description of problem:

The Get started link under "Red Hat OpenShift Application Services CLI" section from "Downloads" page has broken and reported 404 page not found.

Steps to Reproduce:

1. Open OCM UI staging 
2. Go to "Downloads" page (https://console.dev.redhat.com/openshift/downloads)
3. Go to "Developer tools"> "Red Hat OpenShift Application Services CLI" section
4. Click "Get started" link
5. See the behavior.

NOTE: The link also broken in production.

Actual results:

The "Get started" link opened the link https://access.redhat.com/documentation/en-us/red_hat_openshift_application_services/1/guide/bb30ee92-9e0a-4fd6-a67f-aed8910d7da3 but it seems the page is not found or wrong one. 

Expected results:

Update the "Get started" link with correct documentation.
