With the decommissioning of https://docs.openshift.com/, links need to be modified to point to the corresponding reference on https://docs.redhat.com/.

The purpose of this task is to change and verify links that have https://docs.openshift.com in the URL in the following files:

src/components/clusters/common/Upgrades/UpgradeWizard/VersionSelectionGrid/VersionCard.jsx
src/components/releases/getCandidateChannelLink.ts
src/components/releases/getReleaseNotesLink.ts
src/components/releases/index.tsx

NOTE: This is not a simple domain change. Each link will need to be found on the new site.
