With the decommissioning of https://docs.openshift.com/, links need to be modified to point to the corresponding reference on https://docs.redhat.com/.

The purpose of this task is to change and verify all links that start with 

${ROSA_DOCS_BASE} OR ${ROSA_HCP_DOCS_BASE}

In the src/common/installLinks.mjs, file modify both the ROSA_DOCS_BASE and ROSA_HCP_DOCS_BASE variables and links that use this variable. There are currently 35 instances.

NOTE: This is not a simple domain change. Each link will need to be found on the new site.

The run/check-links.mjs script should be run to verify that no new broken links (404) are listed. Lastly, all broken test should be modified
