The purpose of this story is to determine what should be shown in the action menu on the IDP page when a user does not have admin access but does have the feature gate enabled. 

Currently, in this situation the "edit" action for an htpasswd IPD is disabled.  Across the application, there are numerous different approaches to this situation including:

• Not showing the item the user does not have access to
• Disabling an item with a popover help text
• Disabling with no explanation
