[Cluster details]Users can't add a new user if the existing user definition is deleted from the HTPasswd definition page.

      Description of the Problem

      While adding multiple users under HTPasswd IDP definition, User has cleared or deleted previously added user definition. After this action, the "Add user" option is disabled for the user and the user can't add a new user from the HTPasswd IDP definition page in the UI.

      Note: The issue appears only on staging not in production env. Hence suspecting that it could be regression issue on recent multiregion MR merges.

      How reproducible:

      Always

      Steps to Reproduce:

      1. Open OCM UI staging
      2. Open a ready cluster (ex: ROSA classic/OSD).
      3. Go to "Access control" tab.
      4. Click "Identity provider" then "Add identity provider".
      5. Select "HTPasswd" option.
      6. Fill the user name field and password fields.
      7. Click "Add user" option.
      8. Fill the user name field and password fields.
      9. Remove one of the user definition using icon located after "Confirm password" field.
      10. Tried to add another user definition and see the behavior of "Add user" option.

      Actual results:

      At step 10, "Add user" option has disabled and user can't add anymore user to HTPasswd definition.

      Expected results:

      At step 10, "Add user" option should be enabled and user should be allowed to add the user definition to HTPasswd definition.
