Steps to Reproduce

1. Launch the staging environment and create either an OSD or Hypershift ROSA or ROSA classic cluster.
2. Once the cluster is in ready status, from the actions dropdown menu, click on delete cluster.
3. The uninstallation logs appear on the cluster details screen and once the cluster uninstallation is finished, the cluster is on the cluster archives page.

Expected Result{}

1. Once the cluster is on the Cluster archives page, only the Overview, Cluster history, and Access Requests tab should be shown.
2. The recommended operators alert with the console link should not be shown on the Cluster Archives page.

Actual Result

1. The Access control, Add ons tab, Cluster history, Support, and Settings tab are shown on the cluster details page.
2. The recommended operators alert with the console link is shown on the Cluster Archives page.
