Cannot delete a regional cluster

      The user receives an error when deleting a regionalized cluster from either the cluster list or the cluster details. Not that this does not appear to impact other global clusters.

      When looking at the dev tools - it appears that the API call for the delete is going to global instance instead of the regional instance.

      This appears that this appears to be an issue after OCMUI-2502 was completed.
