Steps to Reproduce
1) Launch the staging environment. Ensure that the multiregion flag is turned on.
2) Click the Create cluster button by selecting the cluster type as Red Hat Openshift Dedicated.
3) Select the Subscription type as Annual and Infrastructure type as Red Hat cloud account.
4) Select the cloud provider type as AWS and proceed to the cluster submission.
5) Once the cluster is ready, click on the actions dropdown.
6) Click on Edit load balancers and persistent storage.
7) Change the load balancers and persistent storage value to a value higher than the current one and click save.
8) Open the modal again and try changing the values to a lower value than the current from the dropdown
Expected Result
There should be a warning message such as
"Scaling below the current limit can cause problems in your environment".
Actual Result
There is no warning message shown to the user and the lower values are update successfully.
