Description of the Problem
In multiregion enabled env, User has opened access control tab of a ready ROSA hosted regionalized cluster(installed in the region ap-southeast-1 ) .User has tried to create an identity provider definition (ex: htpasswd) for the cluster using Identity providers > Add identity provider> Htpasswd option. After selecting i.e click action on HTPasswd option, the form shown loading and went to endless loop . The form has never loaded even after long wait. The behavior seen with all IDP definition for rosa regionalized cluster. For other non regionalized clusters everything seems to fine.
Note: IDP creation via command line (rosa cli) for the same cluster worked without any issues.

Steps to Reproduce:
- Open OCM UI staging using https://console.dev.redhat.com/openshift/?multiregion=true
- Open a ready ROSA hosted regionalized cluster(installed in ap-southeast-1 region).
- Go to "Access control" tab.
- click "Identity providers" and select an IDP (ex HTPasswd) from the "Add identity provider" dropdown.
- See the behavior.
Actual results:
At step 5, The selected IDP form wasn't loaded instead the UI went for endless loop that indicate loading with a spinner running.{}
Expected results:
At step 5, The selected IDP form should be loaded without any issues.
