Description of the Problem
As per ~~OCMUI-1970~~ card, the missing IDP alert in cluster details should be like below

Currently in multiregion enabled env, the alert label shown as per old design. We would need an update on this part in multi-region definition.

Steps to Reproduce:

Open OCM UI staging using https://console.dev.redhat.com/openshift/?multiregion=true
Open a ready cluster without any IDP configuration (ex: OSD AWS CCS cluster)
See the missing IDP banner on top of the cluster details section.
