Description of the Problem
In multiregion enabled env, User has initiated transfer ownership for a OCP cluster via kebab option "Transfer cluster ownership" from cluster list. After a while user has decided to cancel ownership transfer and user click on "Cancel ownership transfer" kebab option from both cluster list as well as details "Action" menu. UI doesn't reflect the change for a while. It looks like the option doesn't work or seems not updated on time or slow in updating definition. This really create confusion.

In non multiregion definitions, the banner was displayed in UI as soon as user initiate or click "Cancel ownership transfer" against the cluster.

Steps to Reproduce:
- Open OCM UI staging using https://console.dev.redhat.com/openshift/?multiregion=true
- Select a OCP cluster from cluster list page.
- Click kebab icon > click "Transfer cluster ownership"
- Refresh the cluster list.
- Select the OCP cluster again and click kebab option.
- Click "Cancel ownership transfer" option.
- Repeat the step 5 & 6 multiple times.
- See the behavior.
Actual results:
At step 8 , The "Cancel ownership transfer" actions were not worked properly. i.e. after clicking "Cancel ownership transfer" , the changes took a while to reflect them in cluster.
In UI, there seems no indication on the action success or failure.
In non multiregion env, as soon as user initiate/click the "Cancel ownership transfer" , the changes reflected in kebab and cluster details page. A success banner displayed in UI after ownership cancel.
Expected results:
Reflect the "Cancel ownership transfer" actions changes in UI as like non multiregion env.
ex: Update the kebab option as well as cluster details menus based on cancel transfer action.
Add a success banner in UI after ownership cancel action.
