the current getIssuesCount function is based on cluster type information but object passed from src/components/dashboard/ClustersWithIssuesTableCard/ClustersWithIssuesTableCard.jsx is using subscription type. Due to that issues number will be always 0.

This is issue has been discovered thanks to ~~OCMUI-2532~~ effort
