Remove non-multi-region code for cluster details

      Once GA, there isn't a need to keep the old cluster details and cluster actions code.  Parent directories should be removed or archived.   This includes removing unused cluster details component code, unused cluster actions components, unused actions, and unused reducers.

       

      The purpose of this task is to remove the src/components/clusters/ClusterDetails_archived_do_not_use directory from the code base.

       

      Success criteria:

      • Above directory is deleted
      • App builds without error (yarn build)
      • Unit tests run without error (yarn test)
      • Linting runs without error (yarn lint)
