This impacts only the archived cluster list but impacts "newclusterlist", "multiregion" and current versions of the archived list.  

How to reproduce

1. Go to the cluster archived list
2. Select one or more cluster types
3. Verify the list is filtered and that the cluster type bubbles are shown
4. Verify the selected plans are now in the URL
5. Click on the browser's refresh button
6. Expected: the list continues to be filtered and the cluster type bubbles are shown
   Actual: the list is unfiltered and the cluster type bubbles are now shown
