Migration of the OCM UI E2E testing pipeline's build-cache to Konflux.

The uhc-portal GitLab pipeline at gitlab-ci.yaml defines a build-caching job for Cypress tests.

Even tho this PL is container-based, and so a possible candidate for migration, it's seemingly ruled out in the short term, because it uses paas.images.redhat and not quay.io.
