As a quality engineer, I would like to create the dockerfile to support the new tool https://github.com/openshift-online/rosa-support to support CI integration

Acceptance criteria

1) Create a light-weight image
2) Ensure the image works well in all mult-arch environments
3) Test the image for vpc, subnet, proxy creation commands
4) Push the final image to the openshifttest repository
